Hi Peter

The short answer: Osprey.

This bird appears to have dark shoulders, dark greater secondary coverts, dark primary tips, a "necklace" and dark eyestripe all of which says to me "Osprey". The wing placement and dimension are right for an Osprey and the location would be about right too.
