Hi Graham,
Thanks for the picture. The bird is undoubtedly a Californian Quail. Being
in the lower Blue Mountains I assume it is an aviary escapee. The species is
reasonably common in captivity but I am not aware of any extant populations
on the Australian mainland (they are feral on Norfolk Island though).

Here it is.
The picture was taken in a backyard in Lapstone, lower blue mountains, 60
km west of Sydney. The area is surrounded by bushland.
