I think that your hunch about lice or some other insect infestation is on the money.  You see crested pigeons doing the same hting-raising one wing to get the sun under.  Our Kelpie will sit in the hot sun-she never has fleas. 
 
I think the insects abandon ship, when it gets too hot and the animal can tolerate it by cooling down later
