Could be related to security or liability insurance. Join the rifle club,
or pony club next to the rifle range office and you can wander around at
will, avoiding the active range at all times of course.
Maybe an official approach from one of the bird clubs might resolve the
issue, a la Werribee.
What is happening about the Windsor sewerage farm?
