White-headed Pigeon

Recently observed what I thought to be flock of 25 White-headed Pigeon high and speeding northwards along the coast south of Batemans Bay, NSW. Pale under body, entire underwing dark, no crest visible. Species usual breeding resident here, but not recorded in flock of this number before. Any helpful suggestions?
