There really is no excuse, there are tools available that can caption for free. If anyone out there is involved in post 16 education my service can provide some training on how to do it, other wise the software is available at:

From 1st October 2004, under Disability Discrimination Act 1995 Code of Practice Rights of Access Goods, Facilities, Services and Premises, it may be that for example, Birdguides.com must provide their video accessible, e.g with captioning.

I believe there is no obligation, just a recommendation:

"The manufacture and design of products is not covered but the Code of Practice notes that it 'makes good business sense for manufacturers and designers to make their goods (and user information) more accessible to disabled customers and they should consider doing so as a matter of good
practice' (para 2.25)."

Recommendations aren't enough in many cases though. 

People/companies that want to help will do, and those that don't won't. I guess we have to try and shift more into the first group!
