Moulting Little Penguin?

While fishing with family members at Rosebud Pier 
on the Mornington Peninsula (VIC) last Sunday
24 March 2002, we were pleasantly surprised to see
a Little (Fairy) Penguin chasing baitfish.

What was odd about this particular bird is
that it had two white patches on its back - a 
small, roughly circular patch just below its
"neck", and a long strip of a similar width down 
its back.  I believe the patches were from 
moulting rather than injury or paint marking 
etc. - certainly, the bird seemed fit and well 
despite its unusual appearance.
