It is a Rose-ringed Parrakeet (Psittacula krameri), a common pet, also called Indian Ringneck Parrot.

Hi,
Ted Blackman has asked me to find out if anyone can identify an exotic
escapee parrot that visited his garden in Turramurra Sydney yesterday.   He
guesses it's of Indian origin.
Size:  larger than a King Parrot
Tail:  longer than body, thin and tapering to the end.
Head:  Pale lime green
Body:  pale greeny yellow
Wings:  olive green with a maroon shoulder patch
Bill:  Thick and heavy
A ring around the neck which was dark in front and pale pink behind the
neck.
