Wings:  olive green with a maroon shoulder patch
Bill:  Thick and heavy
A ring around the neck which was dark in front and pale pink behind the
neck.

Sounds like an Alexandrine Parakeet (Psittacula alexandri), an Asian species widely kept in aviculture.
