 This sounds like a superb parrot female to me.  They are
commonly kept in aviaries and often escape too.  I work with WIRES and we
have picked up many aviary escapes, including superb and princess parrots, as
well as the more common galahs, cockatiel sand sulphur-crested cockatoos. 
Most birds are never claimed by their owners.  I suspect some are held
illegally.  At the moment I have 2 Major Mitchells and a Red-tailed 
Black-cockatoo, picked up in western Sydney and not, as yet, claimed.  All
are tame birds.
