Yes, you might think that this is easy.  In practise it will be very
difficult.  Some lease-holders would vigorously oppose any such move.  I
would give the example of a lease-holder who obstructed the completion of
the Larapinta Trail in the MacDonnell Ranges for many years.  (The Larapinta
Trail is a long distance walking track, similar to the Heysen Trail in SA.
It is only lightly used and would have negligible impact on grazing.)
The real problem would be access tracks and their maintenance.
I do not know the situation in other states, but some years ago the NT
Govt. cleverly reduced the number of purposes for which pastoral leases
could be resumed.

Your idea is good, but it would probably require long and vigorous
campaigning to get it implemented.
