Bob Inglis asked:

" 2/ Who decides that a location will be kept secret?
3/ By what right and authority do they make that decision?"

I myself have been guilty of this very thing in the past and believe that my
actions were fully justified for completely different reasons to those
talked about previously. At the time, I lived at Mount Perry, a VERY small
village west of Bundaberg in Queensland. The area to the north of Mt Perry
was a heavily wooded mountain area with patches of rainforest that were not
even listed on Forestry Department maps. All the ridges were about the same
height with nothing to take sightings on. There were no tracks except for
one road(?) pushing through to a dead end. There was no GPS at that time.

Within the area were a number of species that were believed to only occur
further north or south. I knew otherwise and after discussion with a number
of people including the local police officer and forest ranger, I kept the
information secret even from the first atlas.

My reason was simple. As the local SES Controller and knowing the area, I
had no wish to endanger other people by having to call for them to search
for and/or rescue those with little knowledge of the area trying to find the
rainforest patches and the "missing" birds. I felt then and still feel that
I did the right thing.

I realise that this is quite different from what Bob and others have been
discussing but put this forward to show that not everything is "black and
white".
