With regard to the Peregrines taking migrating Orange-bellied Parrots,
perhaps the answer might be to arrange a supply of Feral Pigeons during
the migration period....I suppose the RSPCA would object if the pigeons
were supplied alive but minus a few wingfeathers (which I understand is
normal practice when falconers are training falcons).
