Frank,
On a recent (October) trip to Iron Range (Cape York Peninsula), I observed
about 6 Whistling Kites and 30 or so Black Kites at the Lockhart River
rubbish tip.  Also saw Palm Cockatoos there, but I don't think they were
interested in the bits of pigs, cattle and dugongs in various stages of
decay at the site!  Despite their aesthetic shortcomings, rubbish tips
should not be discounted as birding sites!
