GPS manufacturers seem to be claiming that there receivers will operate
correctly through the GPS rollover at midnight on August 21 1999 as to do
the GPS system operators. 

If they are wrong the most plausible failure is that a GPS receiver will
fail for some hours on August 22 and then resume working correctly.
