There's nothing mythical about them, and they aren't plastic.  I bought
some in Sabah.  They are rather like a densely-woven cloth boot that you
tie up around your trousers - the weave is too dense for the leeches to
penetrate, forcing them to crawl upward and burrow in around your waistband....
