ID Assistance Migratory Sea Bird

Shouldn’t Dowitcher have an all dark, straight bill?  This bird has pinkish upper mandible (2nd & 3rd photos) and it curves slightly upwards (at least from the angle in 3rd photo) so I’d say no on that feature.
