Hi Michael,
What i ment by people keep their data quiet or too themselves is that the data isnt shared to the public or other researchers. This means that other people won't steal reseaech ideas or publish there results before the team doing the research does. Unfortunately this does happen.  

There are many requirements for reporting to those who have issued permits, or ethics. I dont know the requirements for this project but I've had 6 monthly and yearly reporting requirements for various projects. Depending on the project ive had to report different things but yearly reports we're always required before i was issued permits for the next years work (at least with qpws/des/parks/ehp or whatever they're called). Breaches of ethics permits were required to be reported immediately, i think within a 48 hour period from memory at least with the group i had ethics permits with. So there is the possibility of projects being stopped or at least put on hold until ethics approval is reinstated. I know of projects this has happened on,  so it does happen.

Angus McNab (great name) says that much if not most research done for Environmental background studies is not made public or kept quiet for a very long time.
Which begs the question; who then does decide whether the project goes ahead if the research does does show significant environmental damage, including effects on wildlife.
