Absolutely not. Tawny Frogmouth do not have any mainly white areas. Also
their wing & tail feathers are long and narrow (not that shape) and always
mottled grey. Although curiously, Tawny Frogmouth are another species that
individual feathers are also often asked about.
These inner secondary feathers of Australian White Ibis are highly
distinctive. The ones further out with the frilly edges are more distinctive
than the particular one in Paul's photo.
