Is it just possible, sadly, that people who enjoy slaughtering ducks and
other fowl, also vote? Maybe the majority of voters in marginal seats are in
that group, or even those who don't really care about ducks but just object
to government making rules that say you can't do whatever.... Are we right
to think we or our opinion are in the majority? I wish we were. I don't know
that appealing to votes will help a lot. I would like the issue to be
decided on more rational grounds.

It is allowed because no one brings enough pressure to bear on marginal
seats.  Nothing concentrates the
mind of a politician than the thought of the loss of his or her seat.
