It's pretty clear that Sulidae/Phalacrocoracidae/Fregatidae/Anhingidae form
a clade and that they are not closely related to Pelecanidae. Thus the need
for the new name. Christidis and Boles recommended Phalacrocoraciformes but
I think Suliformes is winning out.
