Much more likely a flock of Rock Parrots which are common in the area. In
flight they do look similar.

I checked the eBird distribution map for budgies and clipped to SW WA with
the result attached (I changed the colour of the active squares to make
them stand out better). Nothing too close to Margaret River. Drilling
down to the hotspots underlying the squares most of them reflect a single
report, often from a few years ago.

Hi, I live in Margaret River, I'm pretty sure I saw a small flock of
Budgies fly past my property in Kilcarnup - has anyone heard of budgies
being in this part of south west Australia ?
Any advice would be much appreciated
Kind regards
