Very correct Peter. That's exactly the problem. Councils and Shires are just
too lily livered to do the right thing. Mustn't upset anyone must we !

Yes, we get a substantial discount on dogs if they are desexed and
microchipped in SA.  Something like $30 down to $10 - and each household can
only have two maximum. Cats? Well, they just run free all the time.
Stupid.!!

I'd like to see you try to get a local councillor to agree to support that
one. In Victoria cats have to be registered. Local councils have the power
to charge, I think, three times as much for cats that aren't desexed, but a
lot don't even have the guts to do that.
