State Big Years

Frank O'Connor's mention of a WA big year got me thinking about state big
years. It was well covered on birding-aus when the Victorian big year was
attempted and broken a couple of years back, but I can't find any reference
in the archives to any big years for NSW (for example), or even any
reference to best year totals by those who incidently ended the year with a
large sum.

In light of that, does anyone know what the best year totals are for the
states and territories?

And how do our offshore territories work in the case of state lists and
subsequent year lists? Lord Howe is accepted to be part of NSW, yet Norfolk
Island (I don't believe) counts on the Queensland list, and surely
Macquarie, Heard and Christmas Islands can't belong to Tasmania, WA, and WA
respectively? What is the determining factor?
