Stephen,

Your neighbour is not alone in believing that birds with transmitter. Hezbollah 
claims to have caught a "spy  hawk" in northern Lebanon this week. I know 
Mossad has done some devious and even dumb things, but putting a ring with a 
return address on the leg of a "spy", I think not.
