Hi Frank,

The software I use is Paint.NET - it's a free program for Windows and has most of th functionality of Photoshop, but without the exorbitant pricetag. It'll handle the uses you list easily and do a lot more besides. There's a PDN forum with a load of free plug-ins for photo processing and tutorials, too.
