It's a fancy breed of domestic Pigeon, one of the "Owl " breeds which have a very short bill. Cheers Jeff. A much clever person than me suggested a Black-tailed Waterhen but we are stumped by the white feathers in the wing. My bet is a leucistic juvenile Moorhen but I am willing to accept that's very unlikely.
