I saw and photographed a pair of ostriches a couple of years ago on the western
side of the Monaro Highway just north of Cooma. Sounds like it must be the
same birds!

I would be interested to know whether you saw a 'pair' or whether it was 2
males.
While working in Queanbeyan recently I had a day trip to Jindabyne - on the
return trip one of my colleagues said, watch out for the Ostriches along here.
And sure enough two distant male ostriches were seen. Apparently they have been
on this property (and I suspect the same site you saw them) for years. As they
are two males, not much chance of a self-sustaining population and definitely
farmed birds (so no tick unfortunately for you).
