You can try an advanced search on Flickr for all "White-bellied Sea-Eagle Nest"
photos with a creative commons licence. This would enable you to use the photo
with appropriate attribution (usually for non-commercial purposes) without
having to seek explicit permission.

A request for bird photographers.
I have been asked to provide/source an image showing a White-bellied
Sea-Eagle on a nest. The image would not be published and is for
conservation reasons only (in Victoria).
Would anyone who has such an image please send them to me with appropriate
acknowledgment advice.
