Hi Michelle When hubby and I were travelling Australia in 2002 we noticed at the border of NT/WA where the Quarantine Inspection site is that much bird seed was scattered about. When we asked the Quarantine officers why they threw bird seed on the ground they said it was confiscated seed not allowed to be taken into WA but they threw it out on the side of the road for their local birds, eg: galahs, sulphur crested etc... At the time we crossed the border there were many birds their having a great free lunch. Don't know if this is still the practice ?
