Bob,

My guess from the reports coming in is that a few weeks might be a bit 
optimistic, it's still raining upstream from the regions you're looking at 
and the floodwaters take a long time to move downstream.   Most roads are 
closed currently.  The links below will help you work out what roads are 
open.  The most likely accessible spot is probably Cooper crossing as the 
bitumen goes all the way to the bridge, but that road is currently closed. 
 Also check the archives one of the spots you mentioned is on private 
property and there was some discussion a while back that the owner no 
longer allowed birdwatchers to access.
