Michael,Pale-headed Munia (Mannikin) is a possibility - though they have silver grey bills when pale headed as adults. Juveniles do have dark bills but are pale brown non-descript birds with dark(er) heads. The species occurs in Timor and has been observed twice on West Island, Ashmore Reef. Given this, there is always the chance they could occur on the mainland.
