A long shot here- does anyone know the contact details for either Gary Bluff or Tony Skyrme? Way back in 1984 they did a bird survey of the Jaba River delta in Bougainville. They published a brief bird list in the PNGBS newsletter, which contained a mention of Black-tailed Gull, the first record for both New Guinea and Bougainville, but regrettably no supporting detail, not even if it was adult of immature.
