Hi Phil,
High tide (or at least incoming) is best by far. As Jeff has pointed
out at high tide the birds are roosting on a smaller area of rock
shelf. At low tide there are a number of spots they can go to
including an inaccessible reef island further out in the bay.
Also the birds are generally less skitish when they are roosting
rather than feeding.
I have literally just walked in the door after returning from having
another look at it. I wasn't alone - a bit of a who's who down there
today!
TIde was getting close to high and by very low, slow and careful
approach i was able to get quite close photos which i will upload to
my site later this afternoon/evening.
There are also a couple of Pacific Golden Plovers very close to full
breeding plumage which look magnificent!!
