I heard this constant piping noise yesterday afternoon and well into the night. Today I went to investigate and gained my 68th species for the local area and 299th lifer. Very secretive little bugger at first I could only catch fleeting glimpses but I got a good position and stayed still and he walked right by looking at me in a suspicious and kind of cranky way. I can hear him again now as I type. Best bird for my park list yet. If he sticks around I'll try and get photos.
