Peter, both these threatening processes are listed under the Victorian 
Flora and Fauna Guarantee Act and I have some supporting material which 
identifies which species in Victorian waters are or are potentially 
threatened by them.  The list of marine birds at risk is quite long ...

The source of the plastics is both from land and sea (fishing gear etc),

If you or any other list member would like a copy of the short Final 
Recommendation Report (pdf) which explains these items in more detail, 
then feel free to contact me directly and I will send.

Some other Australian jurisdictions also recognise these as threats to 
wildlife in Australia.

I didn't know that plastic was killing significant numbers of seabirds.
Are you referring to deaths by entanglement, or do they swallow bits of
it as well?  Any idea which species it is mainly affecting?
