The following is the response from Phil Gleeson who deals with the Atlas these 
days:
We are aware of the problem. I think Carl is probably right about the server 
load being the problem. At the moment, there is an automatic restart of Apache 
Tomcat every morning which resets the mapping. The mapping then works until it 
is overloaded, at which point it falls over and becomes unavailable for the 
rest of the day.
Unfortunately there appears to be some issues with getting it reset during the 
day but hopefully this will be rectified soon.
