Hi Tony and All I had a look at the photo of raptor that killed Tony's cockatiels. I reckon it is a juvenile/immature Brown Goshawk judging by the following observations: (1) it has a pronounced "beetle brow" typical of a goshawk and unlike the open eyed expectant stare of a sparrowhawk; (2) it has a long rounded tail typical of goshawk (3) it is a solid robust built bird with quite solid legs and talons. Well that is my two bobs worth and welcome any further discussion.
