Pigeons certainly have extended their range to Torquay.

You have probably already had responses on this topic, but I thought
I put in my experiences.
I used to visit Torquay on a regular basis from 2001 whilst my
parents owned a house there until January this year.
Over that time I recorded around 100 species, but never saw a
crested pigeon in the area. (I have posted some of my sightings on
Eremaea birds).
On March 9, I paid a visit to Torquay for the first time since my
mother sold the house.
Walked from the Golf Course, along Spring Creek to Rocky Point then
along the surf coast walk to the North end of Bells Beach and back
again. As I was walking through the park on the opposite side of
Spring Creek from the golf course, I heard the familiar wing beats
of crested pigeons. I spotted a single pair in a tree not far from
the creek, the first time I have ever seen any in the Torquay area.
Saw a total of 34 species during the course of about 5 hours (which
is about average for my Torquay walks).
