Hi They could well have been Grey Plover.They used to be regular along the coast, particularly around Comerong Island, Nowra area and I see no reason at all why they wouldn't have been Grey as opposed to Pacific Golden. We often had up to half a dozen around the Shoalhaven mouth with PGP's.
