Chris,
I was there in 2000 - so, many things might have changed in the meantime.
The cheaper tours take you typically to the islands east of Isabela and you
will see most of the desired species there. However, in order to see Flightless
Cormorant and a few other species, you need to go on one of the more expensive
tours that take you west as well.
