I was thinking the same thing - the surface area of a leg flag would seem
to be inconsequential and certainly less than a misaligned feather.

The colour flagging protocol on the AWSG website states; "In smaller
shorebirds, one flag will be attached to the right tibia, and one to the
right tarsus. The metal band would be attached to the left tarsus."  I
assume that tibia means tibiotarsus and tarsus is tarsometatarsus.  If that
is the case,  I imagine that it would not be possible for a flag to pass
over the joint so that both end up on the tibiotarsus.

Is it really possible for leg flags to cause any bird to be unable to stand
in a 25 knot wind?  Is it possible that this bird was weak for some reason?
