How long do male Musk Ducks take to develop their dewlap?

My wife and I have been watching some Musk Ducks at a local wetland
(Long Swamp, Far South Coast NSW about 6 km north of Bermagui) for
months and have a question about an individual we've seen over the
past couple of days. It looks like a female but has a small dewlap, so
we take it to be an immature male. Our question is, how long does it
take a male to develop a full dewlap? We're wondering if this
individual is an immature from this season for from another season.

Also, we've noticed that some of these ducks have very light "cheeks".
Is this typical of anything? I don't see it illustrated or described
in Pizzey.
