I have had success by buying a realistic-looking plastic snake from a
toy-shop and draping it in a natural-looking pose in a strategic place.

Admittedly I had only a single spotted dove roosting on a branch over our
front entrance.  Sounds like you may need several plastic snakes, though
having just one and moving it around might solve the problem.
