There is a rat poison called Racumin that is widely available and poses a lower risk of secondary poisoning. If you can get a hand on "Ecology and Conservation of Owls" editors Newton Kavanagh & Taylor (CSIRO Publishing, 2002) there are two articles on the issue or just google "rat poison birds secondary" or something of the ilk.
