burrows, trained dogs and trapping over a four-year time frame to ensure
that rabbits are removed faster than they can breed.

As I understand it, the dogs are for the final cleanup. In essence
the whole island will be baited after the breeding season when the
number of natives is minimal, and the dogs used for the remnant ferals,
so that they won't be required for a year or two at least.
