Tom, This is one of those awful examples of the use of sticks and no carrots - protection by fiat often backfires. If the woodpeckers are on your property you should be rewarded in some way eg rates reduction not punished by having your property declared a protected habitat with no compensation! The road to hell is paved with good intentions! Let's hope they review their approach... Cheers, Graham |
