I think that would be an excellent suggestion. It addresses the economic issue of an "externality", where effects of a project are forced onto others (in this case, the OBPs). It would probably make more sense to see if the windfarm proponents (Wind Power Pty Ltd) would be willing to fund a breeding programmme in the Tasmanian breeding location over a number of years such that they would release a minimum number of birds into existing populations. They would gain points with all parties and genuinely assist a threatened species. $200k p.a. over 5 years on active assistance is better than $1m over 10 years measuring numbers of a rare bird!
