It is highly likely that they are Fluttering Shearwaters because there are lots around the Bay at the moment and nothing else remotely similar. Maarten Hulzebosch reports that >1,000 have been off Werribee for some 6 weeks. But we saw none off Mornington today in a half hour visit and no White-fronted Terns there as yet (expected shortly) although good numbers of Crested. The above ID is based on likelihood and my assumption that the underbody as well as the underwings were white although that was not stated.
