You need a permit, or be escorted by someone with a permit.

Pound Bend Reserve in Warrandyte State Park is probably the most reliable
place to see a wild koala close to Melbourne. Just walk upstream along the
river from the Pound Bend picnic area. You need to look up into the tree
tops.
Warrandyte is on the fringe of Melbourne suburbia - on the Yarra River
about 23 km East of the city. http://www.parkweb.vic.gov.au/
